Clearing a single container through the Port of Liverpool means satisfying three separate authorities that each demand the same consignment in their own system and never share it with the next. The booking and inventory live in Destin8, the port community system the docks run on. The import or export declaration goes into HMRC’s Customs Declaration Service. The movement itself needs a Goods Movement Reference in GVMS before the vehicle reaches the gate. Three mandatory systems, three records of one shipment, and a clerk keying container numbers, commodity codes and weights from one to the next because nothing wires them together. For the independent freight forwarders, customs brokers and 3PLs clustered around Seaforth, Bootle and the M57/M62 corridor, that documentation load is the real subject when they go searching for software that understands port operations rather than a generic web build.
These are not Peel Ports or the global shipping lines. The operator of the £400m Liverpool2 deep-water terminal (eight megamax cranes, roughly a million TEU of capacity) buys enterprise systems and employs people to run them. The firms carrying the document burden are the operationally-complex intermediaries moving goods through the estate: independents like Mersey Forwarding, a Liverpool freight forwarder founded in the city in 1971; customs agents such as Grange Shipping, AEO-approved and maintaining its own EDI links into the port through Destin8; and 3PLs like Mac Logistics, a family firm of 45-plus years operating minutes from the terminal. Heavy compliance complexity, no in-house developers, no wish to hire any. That is the profile we build for.
Destin8, CDS and GVMS: Three Authorities, One Consignment, No Shared Record
The re-keying is structural, not careless. Each system answers to a different master and was never designed to hand its data on. Destin8 holds the port’s inventory and gate position. The Customs Declaration Service holds the declaration. Since HMRC retired the legacy CHIEF system, with the final export shut-off on 4 June 2024, CDS is the only route in whether a forwarder’s package was ready for it or not. GVMS holds the Goods Movement Reference that ties a load’s customs status to the vehicle carrying it under the Border Target Operating Model. Off-the-shelf forwarding and customs packages will submit to all three, but they do not reconcile what comes back against the firm’s own operational record.
So the declaration sits in one place, the movement reference in another, the live job in a third, and a person is the only thing connecting them. The damage is rarely one dramatic failure. It is a container held in Destin8 that nobody flags until a driver is turned away at the gate, a CDS declaration query that surfaces days late, a GMR that does not match the booking. When a customer asks where their container is, an operator answers it the slow way: logging into Destin8, the customs platform and the haulage record in turn, because no single screen holds the whole picture. HMRC’s own research into the changing declaration burden found freight forwarders unsure of its true cost and weight, and that uncertainty lands hardest on the independents with no developer to absorb it. The work here is the integration layer that makes Destin8, CDS and GVMS reconcile into one view instead of three disconnected ones.
The Freeport Adds a Second Compliance Trail, Not a Second Pair of Eyes
The Liverpool City Region Freeport, designated in 2022, runs three tax sites (Parkside in St Helens, 3MG in Widnes and Wirral Waters) and a wider network of customs sites with the Port of Liverpool as its primary gateway. For a forwarder or 3PL, the opportunity is real, but a Freeport customs-site movement is another procedure with another set of records, and those records sit apart from the main system rather than inside it.
A firm taking on Freeport work inherits a second compliance trail beside its ordinary one: simplified customs procedures and tariff-free movements that still have to be evidenced and produced on demand. The cost savings are real, but those Freeport records need to feed into the same operational picture as everything else, or the audit day remains a risk. Joining the Freeport procedure to the live consignment and to a clean audit trail is the bespoke connector an off-the-shelf package will never ship, and the difference between claiming a relief confidently and dreading the day someone asks to see the evidence.
Where the Port Record Has to Meet the Commercial Job
The document burden does not stop at the quay. The forwarding or customs platform a firm runs (CargoWise for the larger brokers, Descartes e-Customs for SaaS declarations) holds the commercial job, while Destin8, CDS and GVMS hold the regulatory truth about the same shipment. The two are reconciled by eye. A clearance status changes in the customs system but the job file does not know; a hold lifts in Destin8 but the operations board still shows the container stuck. The information exists; it just never arrives where someone is making a decision.
